Hansard can be found on the Parliament.uk website. Its own search engine can be hard to use (and slow) - recommend using Google Advanced Site search to get more accurate results.

For an index of debates relevant to a particular statute use Current Law Statutes Annotated. At the start of each Act, Current Law lists all the relevant debates on that Act by Volume and Column of Hansard.
