As this website tells, Thomas Hansard put his name to the report of debates in 1829 - taking over from William Cobbett. Operation of Hansard was taken over by the House of Commons in 1909

The use of Standing Committees (at least for Finance Bills) commenced around 1968. Previous to that all debate took place in the full House, so the full debates are available on the Millbanksystems database linked above. Standing Committee debates are not yet on this database - I do not know if there is the intention to add them.
