Hansard can be found on a new website: https://hansard.parliament.uk/. It covers debates from 1802 and the information previously found on the MillbankSystems website.

For an index of debates relevant to a particular statute use Current Law Statutes Annotated. At the start of each Act, Current Law lists all the relevant debates on that Act by Volume and Column of Hansard.
