This term refers to a cash amount, known as the 'prescribed sum', which is the top amount that someone can be fined for on conviction of a wide range of offences.
See the Magistrates' Courts Act 1980 s.32(9) - the prescribed sum is currently £5,000. However, see also s.85 of the Legal Aid, Sentencing and Punishment of Offenders Act as that adds subsection (10) to s.32 of the Magistrates' Courts Act and makes provision that affects that section.
